The Federal Government of Democratic of Republic Ethiopia has received financing from the World Bank toward the cost of the Transport Systems Improvement Project (TRANSIP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: Gender audit will cover Federal Transport Authority (FTA) and Regional  Transport Bureau, Stakeholder who participate in road transport service provisions (Vehicle inspection Enterprise, Driver’s Training institute, Public Transport and Road safety) and citizens using urban and rural public transport services. Federal Transport Authority, Regional Transport and Stakeholders of road transport service sector such as Vehicle Inspection Enterprises, Driver’s Training Institutions, Garage, Public transport service providers, Freight Transport Service Providers and Vehicle Importers. The major issue including in the gender audit will be institutional level concern, procedures, and gender based violence in the sector, The road transport service program such as urban and rural public transport service, terminal facility and service, operation conducted by major stakeholder, such as vehicle inspection, drivers training, vehicle importing and freight transport. Gender mainstreaming guideline will be prepared based on the major finding of gender audit assessment, and refer the global best practices in the road transport sector. Capacity building program will be conducted based on gender technical knowledge gap of Federal Transport Authority (FTA), Regional Transport Bureau and Stakeholders staff and orientation on gender mainstreaming guideline for Federal and Regional Transport Bureau Officials, team leader and experts.

The Federal Transport Authority/ TRANSIP now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. And also required to submit as part of an expression of interest, a one page summary of their understanding of the TRANSIP Component C: Sub-Component 1 to 3. Project Appraisal Document (PAD) of TRANSIP, can be accessed at The World Bank website.

The short listing criteria are (but not limited to):

  • • The firm shall be licensed to undertake social or gender related studies and comprised of capable team with adequate qualification.
  • Consultant firm should have a minimum of four (4) years experience on social or any community development consultancy.
  • Proven track record and documented experience in undertaking gender auditing or assessment, design of gender mainstreaming guideline and delivery of gender related training for staff at various levels of managerial responsibility in at least  two organizations.
  •  Gender or social consultancy experience on an organization which have more than one branch offices will be advantageous.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines:

Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Firms will be selected in accordance with the quality and cost based selection method set out in the Consultant Guidelines.
