Assignment Title: Consultancy Service to Enhance the Quality of Livelihood Training under Adiss Ababa UPSNP

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Productive Safety Net Project (UPSNP)], and intends to apply on of the proceeds for consulting services. 

The coming services (“the Services include developing and preparation of customized cumcula that enhance the effectiveness of livelihood trainings, pilot their application with a large pool of project beneficiaries, provide training of trainers and build institutional capacity for velihood salle delivery of project implementing agencies at local level. The UPSNP is the Government’s flagship social protection program in urban areas, target ng over 600.000 urban poor over the course of 5 years. Most of UPSNP’s beneficiaries are enrolled in public works and receive livelihood support, including a grant, which aims to provide guidance for income generation opportunities in self- or wage-employment. Most bendicates as women, many of whom have not completed primary education and have low employment prospects .

A key aspect of the program is to boost the entrepreneurial and employment capacity of beneficiaries through a comprehensive training package, encompassing life skills, financial litercy, and small business development and management. This package of trainings is known as velihood timing and is often followed by technical or vocational training under the Addis Abba program 

The objectives of the services are as follows 

1. To develop two curricula that are appropriate for livelihoods training under the UPone for direct training of beneficiaries, and one for Training of Trainers (ToT); The firm is required to adapt/customize curricula already used by government, and best applicable practice in Ethiopia and abroad to develop two custom-made curricula One cumulum should he applicable to the ToT of UPSNP livelihoods trainers Chenceforth, called the trainer curriculum). The other should be applicable to for livelihood beneficia. is hencefon, called the bencficiary curriculum). The curricula should be custom-made to fit the projed’s purpose. context, scale and respective trainees profile in particular, the following conditions should apply to the final products: 

  1. To deliver Training of Trainers (ToT) to 235 government staff, who will provide a livelihoods training to beneficiaries of UPSNP. The TOT training will be given based on a customized livelihoods training curriculum that the firm is developing as part of this contract 
  2. To deliver livelihoods training to about 8,000 household representatives of livelihoods program beneficiaries in Addis Ababa; 
  3. To develop a livelihoods training implementation manual to assist the city/sub city and Weredas staff in the planning, budgeting and delivery and reporting of livelihood training The estimated implementation period for the assignment is 7 months from January 2021 to August 2021, with the possibility of extension for one year depending on performance and financing 

The Addis Ababa City Food Security and Productive Safety Net Agency (FSPSNA), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria include: consultant’s core business and years in business, qualification and experience in the field of assignment; technical and managerial capabilities of the firm to carry out similar assignment (training curricula development and conducting trainings at the scale required plus surveys and analytical work); and general qualification and number of keystaff but not individual experts’ bio data. 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 revised July 2014) (“Consultant Guidelines”), setting for the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Selection Based on Quality and Cost based Selection (QCBS) method set out in the Consultant Guidelines.
