The Federal Democratic Republic of Ethiopia has received financing from the World Bank to the cost of the Urban Productive Safety Net Project (UPSNP), and intends to apply part of the proceeds for consulting services.

The services include:

  • To increase the efficiency of the processing of procurement undertaken in Addis Ababa Food Security and Productive Safety Net Agency (AA FSPSNA) – Project Coordination Unit (PCU) in accordance with World Bank’s procurement rules and procedures.
  • Provide hand-holding procurement support to the procurement staff of AAFSPSNA-PCU and technically assist the project office in overall procurement planning processing, and contract management and in the execution of the agreed procurement plan.
  • The advice in handling the project procurement cycle and contract management effectively including preparation of procurement plans, preparation of procurement-related documentation, and handling of different procurement processes.
  • Assist in the operations of bid opening for the procurement of works, goods and non-consulting services and consultants and in the recording and drafting of the Minutes of bid opening. If required, provide clarification to queries regarding bid documents raised by prospective bidders.
  • Prepare quarterly project procurement performance report and submit it to the project office and procurement subprocess team on quarterly basis and provide input to the PCUs quarterly report as needed.
  • Consolidate and Prepare the AAFSPSNA’s Procurement Plan taking into account envisaged implementation time and considering the recent and reliable cost estimate for each procurement method and ensure that the consolidated project procurement plan is updated and maintained
  • Providing technical support and guidance to other UPSNP implementing agencies in the City in all aspects of the procurement of works, goods, and non-consulting and consulting services.
  • Initiating and coordinating training for project implementing bureaus/agencies/offices in procurement with particular focus on the World Bank procurement procedures to fill-in procurement capacity gaps.
  • Monitoring UPSNP procurement in the city and subcities to ascertain compliance with the World Bank and Government procurement regulations
  • Ensure that the AA city UPSNP Procurement Plan/PP is uploaded in Systematic Tracking of Exchanges in Procurement (STEP) and update the PP as appropriate in STEP
  • Coordinating/conducting the preparation of Terms of Reference, Request for Expression of Interest, Short listing. Invitation to Bid. Procurement Specifications, and Bidding documents for Works, Goods, and related Supplies and Consultancy services.
  • With the technical team, managing contracts after signed agreements and assisting the city and Sub cities to manage their own contracts
  • Attending to all audit queries on procurements related to the project
  • Developing a procurement processing, monitoring and reporting system and taking a lead in the preparation of quarterly progress reports on the status of procurement activities in the Project.
  • Initiating the settlement of disputes with contractors/ suppliers and follow upon shortages and defective supplies/services/works that are in breach of contract provisions.
  • Carry out a review to identify constraints and opportunities to the effective and efficient procurement and administration of works, goods, non-consultancies and consultancies in the city and sub-cities, and an implementation capacity assessment to identify gaps.
  • Producing compiled reports in accordance with reporting requirements to be forwarded to the concerned project partners and stakeholders.
  • Coordinate closely with the concerned bodies and assist the city and sub-cities in fulfilling their responsibilities for smooth and successful completion of procurement activities and making periodic monthly progress reports of deliverables.
  • Ensure AA City Food Security and Productive Safety Net Agency and sub-cities and relevant line bureaus/ agencies are keeping proper documentation of all the procurements being implemented under the UPSNP and review action plans/schedules and resources required as well as assist the city and sub-cities in maintaining the procurement administration, monitoring and reporting systems.
  • Strengthening and implementing procurement monitoring and supervision system at City Food Security and Productive Safety Net Agency to regulate the overall Project management and implementation of UPSNP related to capacity building. This includes working with the sub-cities’ technical team as and when required
  • Assist in settling any minor contractual disputes between suppliers and implementing agencies and inform relevant authorities at the earliest opportunity of any problem(s) or potential problem(s) which may arise from procurements of consultants, goods, and services/works and recommend possible solutions.
  • Ensure that proper procurement record-keeping system is established and records are kept in an orderly manner in one place, safer and protected from an unauthorized person and keep Procurement Register Books and update regularly Develop a proper procurement tracking system; develop a system and advise the Director-General/DG, the Deputy Director-General/ DDG of the Food Security and Productive Safety Net Agency and the Project Coordinator on fast clearance of goods.
  • Develop a procurement processing, monitoring, and reporting system and take a lead in the preparation and delivery of regular reports on the status of procurement activities in the project.
  • Collaborate and closely work with other Federal and City PCU team members.
  • Present monthly technical progress reports and perform any other duties assigned by the Director-General and the Project Coordinator.

The Individual Consultant (IC) will be required to complete the services within one year from the date of the effectiveness of the contract and subject to renewal depending on its performance.

Required Competencies

MSc/MA or BSc/BA degree or equivalent from a reputable and recognized university in Commerce, Business Administration, Economics, procurement and supply management, Accounting, Engineering, Management or any other closely related disciplines with at least 8/10 years of experience in the procurement operations or similar assignments in a large public sector organization or Project/s for MSc/MA and BSc/BA degree respectively and at least 5 years procurement experience in World Bank funded Projects and thorough understanding of the federal government procurement procedures is desired.

Possession of a postgraduate degree or an advanced degree will be an advantage. Postgraduate training in procurement or a professional qualification in procurement will be a plus.

Proven familiarity with the World Bank’s procurement guidelines and procedures including understanding the World Bank Standard Bidding Documents for procurement of goods, works, and non-consulting services and consultancy services are essential. Strong capability of communication on the subject matter, and the capacity to offer training is desirable. Familiarity and working experience on the Systematic Tracking of Exchanges in Procurements (STEP) is mandatory.

The AAFSPSNA – PCU now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

Qualification and Experience as procurement individual consultant/procurement specialist in public procurement management and specifically in World Bank-financed project and their capability on the basis of academic background, general and relevant experience and Knowledge of local condition and language.

The attention of interested Consultants is drawn to Section V Para 5.1 to 5.6 of The World Bank Guidelines:

Selection and Employment of Consultants [under IRRD Loans and ID Credits & Grants by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the individual consultant selection method set out in the Consultant Guidelines.
