The Ethiopian Agricultural Transformation Agency (ATA) is an initiative of the Government of Ethiopia (GOE) established by federal regulation. The formation of the ATA is a result of two years of extensive diagnostic study across eight sub-sectors of Ethiopia’s agricultural system in a highly-consultative, multi-stakeholder process led by the Ministry of Agriculture with the support of the Bill & Melinda Gates Foundation.

The Agency has funds and it intends to apply part of the proceeds of this fund to payments under the Contract for the Procurement of consulting services to provide support to the existing National Market Information System.

The consulting services (“the Services”) include but not limited to: Maintain and manage the existing NMIS platform, Administer the existing NMIS platform servers, the number of servers might be increase, Manage the NMIS platform which includes but not limited to IVR/ SMS system, ODK application, the system website and email subscription modules, Support the Ethio-telecom services and infrastructure such as El lines and/or the VoIP, SMS services, Maintain and manage the system dashboard such as calls and callers’ type, market data, languages, data validation, crops type, data type by region and markets, reports, and system administration, Manage and maintain network connections to 6077 servers, ensure all connections to servers including Internet, EI, VOIP, and LAN connection to ATA internal network are working properly, Assist ethio-telecom network team in managing Internet Connection; El Lines; VoIP Connection; 6077 Short Code; and the NMIS Public IP Address Renewal, and other telecom related infrastructure and services, Assist the network team of ATA in troubleshooting Ethio telecom related issues, Provide the required technical support to NMIS project team and data enumerator in undertaking market data collection, encoding and entering activities using the ODK application, especially on locating GPS position, encoding of the data, sending the data to the system platform to make the data collection activity efficient and effective, Troubleshot and fix the bugs and errors on the ODK and SMS applications arid web data entry interfaces while collecting and entering market data from the project data collection marketplaces, Provide the required technical support to the project team in adding, replacing, and editing of the data enumerators and other system users profile in the system dashboard, Provide the required technical support to the project team in undertaking users IVR/SMS survey using the system platform. The ATA now invites eligible consultants to indicate their interest in developing, maintaining, managing and supporting the national market information system /NMIS/ platform. The ideal IT service provider is basically expected to administer, maintain, and manage the NMIS platform and provide technical support for the NMIS project team and data enumerators. The shortlisting criteria are Core business and years in business; qualifications in the field of the assignment, technical and managerial organization of the firm; general qualifications and a number of key staff, and availability of appropriate skills among staff for this assignment (attach client references if any) indicating that they are qualified to perform the services. The attention of interested Consultants is drawn to the Public Procurement Manual of the Government of the Federal Democratic Republic of Ethiopia, setting forth the Public Body’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Public Procurement Manual.
