The Ethiopian Agricultural Transformation Agency (ATA) in collaboration with the Ministry of Agriculture (MOA), the Ethiopian Institute of Agricultural Research (EIAR) & Ethio-Telecom launched the 8028 Farmer Hotline Project, a national Interactive Voice Response/Short Message Service System (IVR/SMS) system, that has disseminated agronomic information to farmers, development agents (DAs) & agricultural officers throughout Ethiopia.

The objective of 8028 Farmer Hotline project is to develop and deliver best practice agronomic recommendations across Ethiopia for farmers, DAs and agricultural experts.

More specifically, the objective of the assignment for two regional office: Amhara & Tigray with the following specific Objectives.

  • Configure the El lines at the ATA Amhara & Tigray regional offices
  • Configure server and DB to make both regional IVR Push application communicate with the central database located at ATA Data Centre
  • Configure telephony platform on the both regional ATA office server
  • Install and Configure Push Application

 And the assignment’s specific objective is the Development of Central Gateway Push Application & Push Application Update – A new central gateway application must bedeveloped to manage regional connections and push request centrally. The gateway shall manage push requests coming from 8028 system and make proper updates to central database when push messages are delivered to end users.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Public Procurement Manual.

Interested eligible consulting firms may submit expressions of interest to Agricultural Transformation Agency (ATA) in two copies indicating that they are qualified to perform the services (Description of Core Business & years in business , Relevant Experience in the field of assignment, Technical & managerial capabilities, Profile of key personnel, etc.)

 Expression of interest must be delivered in a written form to the address below in person, or by mail, or by email on or before 10:15 AM, 05 June 2020 and will be opened at 10:30 AM on the same date and place.
