The Eastern Africa Power Pool (EAPP) has received financing from the World Bank toward the cost of the Tanzania Zambia Transmission Interconnector Project and intends to apply part of the proceeds for consulting services. The consulting services (the Services”) include provision of Consultancy Services for Procurement Audit of the Technical Assistance to the EAPP Project.
Objective of the Audit
The objective of the audit of the Project Procurement Process is to enable the auditor to express a professional opinion(s) on the procurement positions, processes and procedures related to World Bank procurement procedures and procedures of the project for the procurement transactions carried out from the beginning of the project, i.e., November 30, 2018 to March 31, 2020.
Scope of the Procurement Audit
a) This review assignment shall be executed with the requisite due diligence and professional expertise to achieve its objectives, and to that end, the following shall be undertaken:
(i) Determine whether the procurement and contracting processes were carried out in accordance with the Financing Agreement (FA), the Bank’s Borrower Procurement Regulations and EAPP Project Implementation Manual (EAPP-PIM), and achieved the expected economy and efficiency, effectiveness and equity; (ii) Determine to the extent possible whether identified non-compliance with the Financing Agreement, Bank’s Borrower Procurement Regulations, and EAPP-PIM, and inappropriate practices or questionable decisions/actions, may have been related to prohibited practices;
(iii) Evaluate that procurement, contracting and disbursement is 20 being carried out in accordance with the Financing Agreement Bank’s Borrower Procurement Regulations, and EAPP-PIM; (iv) Determine any deficiency and/or failure of the EAPP in conducting procurement and contract management; and (v) In light of any deficiencies, identify ways of improving the procurement and contracting process.
b) The review shall cover contracts financed from the proceeds of the Grant and whose procurement procedures were carried out using the World Bank Procurement System.
c) A thorough review of the contracts shall be conducted, making physical inspections of the delivered goods and completed services procured as needed. The Consultant will then Exp carry out a detailed review of the procurement process and documentation for all Procurement Audit sample contracts, verification of technical compliance, physical verification of Inter goods and services, and cost analysis. Where appropriate, prices and quality should also be compared with similar contracts financed by agencies in the country and the region and verified against international market prices for the items in question.
d) To cover systematically the various objectives and scope defined in the TOR, the review should focus on four main areas:
(1) Adequacy of the EAPP procurement system; (ii) Compliance of the procurement procedures, process, documents, and decisions with the Financing Agreement, Bank’s Borrower Procurement Regulations, and EAPP PIM; (iii) Timeliness of the procurement/contracting process and decisions; (iv) Compliance of the delivered goods and completed services with the requirements and specifications defined in the contracts; and (v) Cost effectiveness of contracts.

The Eastern Africa Power Pool now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
- Evidence showing the fields of specialty of the firm (Consultant’s Profile/Brochures)
- Evidence showing that the firm is a legal entity (certificate of registration/incorporation)
- Evidence of registration with relevant authorities and professional bodies.
- Evidence showing the technical and managerial capabilities of the firm in the field of the assignment.
- Description of similar assignments. For each project performed the consultant shall provide the name and contact address of the client (office and e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.
- Availability of appropriate skills among staff etc.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in November 2017(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations.
