The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank to improve the transport system in the City of Addis Ababa. The Addis Ababa City Roads Authority (AACRA) would like to allocate part of the proceedings towards the cost of recruitment of individual consultant to assist the implementation of Transport Systems Improvement Project /TRANSIP/:

Required Qualifications and Experience

Senior Contract and Claim Expert

 
  • Provide advice on contract administration, claim and dispute prevention and management.
  • Advise ACCRA on the potential cost and time implications of variations orders.
  • Ensure validity of any claims for extension of time and/or costs, and advice ACCRA accordingly.
  •  Monitor project progress and propose corrective measures with regards to cost and time.
  • Participate in meetings related to claims, contract discussions, negotiation etc.
  • Support the Road construction contract administration directorate and Housing Road construction contract administration directorate with the review of documents, including documents for claims and payment of claims submitted by the consultants and the contractors with the purpose of ensuring their quality and compliance with the requirements of the respective contracts
  • Support the Contracting Authority to identify all potential problems and risks during claims procedures and assist by all reasonable means in selecting options for resolving them.
  • Provide advice on settlement of claims, including the strategy to be adopted to suit any given set of circumstances.
  • Assist the authority in the preparation of documents pertaining to contract management, claims and dispute avoidance and management.
  • Assist and capacitate other AACRA staffs through on job monitoring and trainings.
  • Prepare and organize capacity building programs/trainings on contract management and claims analysis. The consultant is expected to do a capacity assessment and propose a capacity enhancement program for AACRA considerations.
  • Perform other duties in transport construction contract administration directorate and Housing road construction contract administration directorate and/or the client may from time to time deem necessary  
  • BSc/MSc Degree in Civil Engineering, Construction Technology and management, or related fields
  • 15/13 Years of Experience in road design and/or construction projects
  • 10/8 Years of Experience in contract administration of works and service contracts of road projects
  • 5/3 Years Direct involvement in handling claims or disputes of road construction contracts.
  • Experience in contract and/or tender document preparation of 5/3 road projects.

 

Duty Station:

 

Addis Ababa, Ethiopia

 

 

Term of Employment

Fixed- term contract for duration of one year (12 month), Based on satisfactory performance and as needed the contract will be extended.

 

 

Salary

 

Negotiable.

 

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with Section V. Selection of Individual consultants set out in the Consultant Guidelines.
