CONSULTANCY SERVICE (INDIVIDUAL CONSULTANTS) IN DIFFERENT PROFESSIONAL AREAS

MINISTRY OF URBAN DEVELOPMENT AND CONSTRUCTION (MUDCO)
TO SUPPORT IMPLEMENTATION AND COORDINATION OF URBAN INSTITUTIONAL AND INFRASTRUCTURE DEVELOPMENT PROGRAM (UIIDP)
1. Background
The Government of the Federal Democratic Republic of Ethiopia will receive financing from the World Bank towards the cost of the Urban Institutional and Infrastructure Development Program (UIIDP), and intends to apply part of the proceeds for individual consultancy services. The service is to contribute to the overall objective of the UIIDP which is to enhance the institutional and organizational performance of participating Urban Local Governments (ULGs) in developing and sustaining Urban Infrastructure, Services, and Local Economic Development for the upcoming new program that is UIIDP.
The UIIDP will support the Ethiopian Cities Sustainable Prosperity Goals (ECSPGs) and build on the achievements and systems developed by the Second Urban Local Government Development Program (ULGDP II). UIIDP will support all three levels of the Government of Ethiopia – 117 ULGS – 9 Regional Governments (respective Bureaus of Urban Development and other Regional Agencies involved) and the Federal Government (specifically MUDCo). The UIIDP duration will be 5 years and 4 months from March 2011 to July 2023.
2. Program Development Objective
The Program Development Objective (PDO) is to enhance the institutional performance of participating urban local governments to develop and sustain urban infrastructure, services, and local economic development.
3. Key Results and Expected Outcomes
It is expected that the institutional performance improvements and the infrastructure delivered by cities will result in: –
- (a) enhanced citizen participation and engagement in ULG Planning and Budgeting;
- (b) increased own source Revenue at the ULG level;
- (C) improved infrastructure, service delivery, Operation and Maintenance (O&M) systems;
- (d) improved efficiency and effectiveness in Fiduciary Management;
- (e) improved Environmental and Social Management and Safeguards; and
- (f) strengthened accountability and oversight systems; and
- (g) Strengthened ULG resilience improved Local Economic Development (LED) and enhanced Gender Equity in the ULG operations.

Asset Management Specialist (1)
- MA or M.Sc. Degree in Civil Engineering,Municipal/Urban Engineering,Highway Engineering, Water/Hydraulic Engineering,Sanitary Engineering, Structural Engineering, Infrastructure Engineering, Building Technology, Construction Technology and Management
- A minimum of 10 years’ experience in infrastructure asset management and disciplines stated above including at least 3 years’experience using GIS
- Excellent writing and communication skills in both Amharic and English.
- Knowledge of the urban sector in Ethiopia is an advantage
To obtain the services of qualified and experienced Infrastructure Asset Management Specialist who will support assigned regions and ULGs in infrastructure asset management and planning as per the GIS-based Infrastructure Asset Management Plan Manual and Model that has been issued to all 1regions/ULGs. The Consultant will also support regions and cities in the achievement of UIIDP disbursement linked indicators and performance measures related to infrastructure asset management and planning

Gender Specialist
- A minimum of MA or MSc degree in Women & Gender Studies, Sociology, Psychology, Social Work, Social Development, Human Resource Management, Urban Management.
- A minimum of 10 years of general experience of which 3 years specific experience in women affairs, gender issues and other cross cutting issues such as PWDs, youth, children and the elderly
- Excellent writing and communication skills in English and Amharic,
- Excellent report writing skills.
- Knowledge of the urban sector issues in Ethiopia is an advantage
to obtain the services of a qualified and experienced Gender Specialist who will support MUDCo, all regions and UIIDP participating cities on gender mainstreaming, other cross cutting issues such as PWDs,youth, children and the elderly as well as ensuring gender responsiveness in urban policies, strategies, plans, programs and projects, including UIIDP

Contract: One year contract, with a possibility of extension every year during the lifetime of the program.
Start Date: Immediate Availability is Essential
Remuneration: Negotiable
Location: Addis Ababa with frequent travel to Regions and ULGs
