Ethiopian Extractive Industries Transparency Initiative (EEITT TOR in which the organization is looking for firms or individuals to produce the mineral and oil sector centribution for the last two years in the national economy of the country.

1/ Background

The Extractive Industries Transparency Initiative (EITI) is a global standard that promotes transparency and accountability in the mineral, oil and gas sectors. It has a robust yet flexible methodology for disclosing and reconciling company payments and government revenues in implementing countries.

EITI implementation has two core components:

  • Transparency: oil, gas and mining companies disclose their ments to the government, and the govemment discloses its receipts. The figures are reconciled by an Independent Administrator, and published in annually in an “EITI Report alongside contextual and other information about the extractive sector.
  • Accountability: a multi-stakeholder group with representatives from government, companies and civil society is established to oversee the process and communicate the findings of the EITI Report, and promote the integration of EITI into broader transparency efforts in that country.

The EITI Standard encourages the EEITI governing body to explore innovative approaches to extending EITI Implementation to increase the comprehensiveness of EITI reporting and public understanding of extractive sector contributions with regard to be revenue collection, management including the expenditures generaled against the other sectors on the hand and companies payment made to the public on the other hand and thereby, encourage high standards of transparency and accountability in public life, government operations and sector related business,

Since 2009 of the implementation of EEITI, Ethiopia produced one pilot and three consecutive EITI reports in which the mineral and petroleum sector contribution in the national economy was highlighted year by year However, the EEITI Board was not convinced that the figure mentioned is exhaustive and triangulated with relevant industries to capture appropriate data during the report period.

Therefore, EEITI MSG supported by the Secretariat together with the Ministry of Mines and Petroleum has committed to develop this EOI based on the TOR developed to look for firms or University professors qualified in the area with rich experience in producing study based document on mineral & petroleum sector contribution to GDP emphasizing on revenue generated from the operation, commodity supplied to the cement industry and similar factory using the mineral & oil input for any construction or business together with value of commodity, job opportunity created by the different industries

Qualification requirements for Independent Administrators

The study report shall assess company payments, sales, production, government revenues collected and expenditures on different development or infrastructure and organized by private firms or individual applying international professional standards and these must be credible, trustworthy and technically competent. Bidders must follow (and show how they will apply) the appropriate professional standards for producing study based report.

The consultant will need to demonstrate:

  • Expertise and experience in the economic analysis, tax analysis in Ethiopia, Sub Saharan countries or any other country,
  • Expertise in developmental economics, tax analysis, resource auditing,
  • A track record in similar work, previous experience in EITI reporting is not mandatory, but would be advantageous.
  • Be a local, foreign firm or a joint venture between a local and a foreign firm with international reputation;
  • If it is a foreign firm or joint venture at least 20 percent of the staffs should be Ethiopian Nationals (local experts)
  • Have adequate senior professionals with experience in relevant fields to provide impartiality and expertise for all parties including lead person with not less than 5 years of relevant working experience,
  • Possess adequate knowledge of the mining industry, taxation, and public and private accounting in the extractive industries and related areas;
  • Have provided services in the context of large scale resource analysis, auditing and accounting project development before, and
  • Demonstrate how any conflict of interest would be addressed if report producer has extractive companies or industries as clients in order to ensure the quality and independence of the exercise. Consultant is required in their proposal, to disclose any actual or potential conflicts of interest, together with commenter, on how any such conflict can be avoided.
