TERMS OF REFERENCE FOR THE RECUTIMENT OF AN EVALUATION CONSULTANT 

1.Background 

IPPF is a global service provider and leading advocate for young people sexual and reproductive health and rights (SRHR). Over the years IPPF has developed various initiatives geared towards improving delivery of SRHR services to young people. 

In 2018 IPPF, Africa Regional Office (ARO), in collaboration with the Member Associations (MA) of Kenya and Ethiopia, developed the peer coaching initiative to Youth friendly service provision. The initiative was geared towards building the capacity of service providers in provision of Youth friendly services through a coaching approach with the objective of enabling service providers who were much more experienced in delivery of youth friendly services to support those with little knowledge and skills in one or many areas related to Adolescent and Youth Friendly Health Service (AYFHS] willing to improve their capacities. Through the support of a consultant guides and tools to guide the implementation of the peer coaching initiative were developed. In practice, the initiative facilitates the relationship between two or more service providers, namely a coach and a coachee to mainly undertake the following:

• Assess (self-assessment) capacities of the coachee to identify areas of improvement;
• Develop and implement a capacity improvement plans using various approaches determined by the pair (coach-coachee). 

Seventeen service providers providers in Ethiopia and ten ſten) providers in Kenya were selected and trained as coaches/ mentors. One full cycle of coaching has been completed so far. The need to assess the effectiveness of the peer coaching initiative in building the capacity of service providers to provide Youth Friendly Services has been expressed. 

As the program prepares to start a new cycle of peer coaching, it is important to set up mechanism for a systematic evaluation of the coaching process as well as the overall initiative. 

2. Objectives 

The major objective of this consultancy is to evaluate the peer coaching initiative. Specifically, the consultant will: Undertake end line evaluation of the implementation of the peer coaching initiative. Make sure that the assessment focuses on collecting data and information on knowledge, attitude and skills of the providers, level of satisfaction by young people, as well as the quality of services, and identify lessons learnt, best practices and areas of improvements from the peer coaching pilot phase. Compile and develop recommendations on improvement of the Initiative, if needed. 

3. Scope of the work 

• Review draft manuals of the peer coaching initiative and come up with recommendations.
• Review other relevant documents.
• Develop evaluation protocols for the pilot phase.
• Collect and analyse data for the end line assessment/evaluation
• Prepare an evaluation report that includes key findings and recommendations.
• Identify and document lessons learnt and best practices.
• The endline evaluation will be conducted Addis Ababa Akakisubcityand woliso town.

5. Methodology 

The evaluation of peer coaching initiative shall involve qualitative and quantitative evaluation methods. More specifically the consulting firm will engage primary data sources and review of secondary data sources. Primary data source includes health care providers, youth beneficiaries, project implementing technical staff and concerned other stakeholders. On the other hand, the secondary data sources includes, peer coaching guidelines, reports, case stories, notes from coachee and coach and other relevant documents as appropriate. The data collection tools includes, self-administered questionnaires, structured and semi structured questionnaires, focus group discussions, key informant interviews, youth friendly assessment tools such as IPPF provide tool] and other relevant data collection tools. Finally but not limited to, the consulting firm should make use of appropriate data analysis tool or application. 

6. Working Conditions 

The consultancy is largely home and desk-based but will require some travels and field work to carry out data collection. The consultant will work under the supervision of the director of programs at the MAs and in collaboration with theIPPF Africa Region team. IPPFARO will provide additional logistics, where needed including transport for the assignment. Where required, FGAE will meet cost of travels The Consultant will be paid as per terms of payment as outlined under terms of payment a 

7. Required Competencies of Consultant 

The consultants should have the following knowledge and skills: 

• Advanced academic degree in a related field (Public health, pedagogy, social work, social psychology or other social science);
• Extensive professional knowledge of evaluating programs or projects, and at least 5 years’ experience in consultancy, research and programming in the area of sexual and reproductive health and rights, capacity building and youth friendly services;
• Demonstrate strong analytical skills and expertise for qualitative and quantitative data analysis.
• Capacity to work independently yet with ability to share information, receive feedback and engage in constructive dialogue with other partners;
• Strong command of the English language and excellent writing skills are essential
• Demonstrate effective interpersonal communication skills;
• Committed to the core values to young people SRHR. 

8. Proposed Timeline 

The consultancy will be carried out with in one and half months (forty five days]as of signing contract agreement 

9. Expressions of Interest 

The consultancy is open to suitably qualified individual or firm consultants. Expressions of interest should take the form of a proposal that presents: 

a) up-to-date curriculum vitae; 

b) Biddersshallcollectbid documents from FGAE Head Office uponpayment of Birr 100.00 afterthisannouncement. 

c) Alegallyregistredconsultant individual or firmwithand taxpayers’ identification number, VAT registered and renewed License for the year 2019/2020 (2012 E.C). 

d) a statement indicating how their qualifications and experience make them suitable for the assignment. 

e) an approach to work”, describing the approach to carrying out the assignment, including any inputs that may be required from FGAE: 

f) a recent sample of a writing assignment of content of a technical nature on SRHR or related theme, that has been developed for mixed audiences; 

g) the overall cost of the assignment expressed as lump-sum. 

h) Interested individuals or consultancy firms are expected to submit their original and copy of technical and financial proposals in separately sealed and waxed envelopes within 15 [fifteen days) days starting from the date of announcement of this bid. 

The bid will be opened on the next day of the due date of the Bid Advertisement at 3:00 p.m. at FGAE Head Office in front of bidders or their representatives who choose to attend. FGAE reserves full right to cancel the bid. 

10. Terms of Payment 

This will be a fixed term contract. Funds will be disbursed according to the following payment schedule: 

• 25% of the total award will be paid upon signing of contracts
• 35% will be paid upon completion of all field work and submission of field reports.
• 40% will be paid upon receipt by IPPFARO of final agreed report on the study by the Consultant
