Terms of Reference(ToR) for Trainer


CAFOD, SCIAF, and Trócaire (CST – Together) are the Catholic development and humanitarian organizations from England and Wales, Scotland, and Ireland, respectively. All three  organizations have worked in Ethiopia with partners since mid1970 and together in a joint country programme since 2009. CST  works with national Civil Society Organizations (CSOs) under its  Women’s Empowerment and Resilient Communities program.

As a part of its five-year Country Strategic Plan (CSP), CST is implementing a three-year IRISH AID funded project entitled  Women’s Social and Economic Empowerment in Tigray, Oromia and the SNNP Regional States and Addis Ababa City Administration in collaboration with seven local implementing partners CSOs, namely Oromia Pastoralist Association (OPA), Women  Empowerment Action (WEA), Organization for Women in Self  Employment (WISE), Oromo Grassroots Development Initiative  (HUNDEE), Daughters of Charity Tigray (DOC-T), Timret Lehiwot  Ethiopia (TLH Ethiopia), and Forum for Social Studies (FSS). The overall goal of the project is to empower women both socially and economically so as to enable them to exercise greater control over their lives at individual, household, and community levels.

The project’s specific objectives are to enable:

  • Women to demonstrate increased confidence, self-esteem, and decision-making abilities;
  • Women to have increased and diversified incomes;
  • Men to be proactively supporting women to equally participate in household-level decision-making, including access to and use of diversified incomes;
  •  Community members, leaders, duty bearers, and change agents to be actively supporting women’s decision making.

In order to attain these objectives effectively and facilitate mutual learning among the various CSOs engaged in the implementation, the project has research, learning, and capacity building component led by Forum for Social Studies (FSS). Accordingly, FSS and CST have conducted various capacity building training to member CSOs, published partners’ best experiences in women’s social and economic empowerment, conducted learning workshops and public dialogue sessions, and undertook different researches focusing on various aspects of women empowerment. Currently, CST and FSS are planning to commission another study under the title, ‘The Effect of COVID 19 on Women Socioeconomic Empowerment.’ This research is believed to address main points related to women empowerment, thus provide important information and lessons to the various implementing CSOs in the four regions.

2. Objective of the research

The general objective of the research is to dig out the effect of COVID 19 on socio-economic status of women.

Specifically, it tries to

  1. Assess the effect of COVID 19 on the level of income generated by women (including the level of participation in diversified economic activities)
  2. Assess the effect of COVID 19 on social engagement (level of participation of beneficiary women in formal and informal institutions as well as community-based organizations (CBOs) )
  3. Assess the effect of COVID on beneficiaries’ skills related to self-esteem, decision-making ability, self-confidence, etc…
  4. Assess the effect of COVID 19 on girls and women household roles
  5. Assess any mitigation strategies and networks identified, developed, known or used by beneficiaries against the effect of the pandemic (on their income and social engagement) and the results encountered
  6. Assess the role of male partners, duty barriers, SHGS, SACCOS, CBOs, governmental and non-governmental stockholders to support women affected by the pandemic
  7. Draw recommendations, best practices or learning outcomes based on findings

Scope of the study

The primary focus of the research will be women benefiting from CST and its local partner CSOs in the Women Social and Economic Empowerment program. Women living in male-headed and female-headed households, community leaders, local customary and religious structures and institutions, CST partners, women affairs bureaus, as well as CSOs, CBOs and any other relevant entities found in CST partners’ operation areas will be the sources of data for the study. In detail the assessment will be conducted in

  • Yeka or Gulele sub-city of Addis Ababa City Administration,
  • West Shoa -Ambo woreda and Borena Zone -Dire woreda of Oromia National Regional State,
  • Mekelle-Handet Sub-city of Tigray National Regional Administration
  • Debub Ari and Maale woreda in South Omo Zone of SNNP National Regional State.
  • The actual kebele/woreda of the data collection will be decided in consultation with the researcher.

Data Collection Methods

The researcher should use, but not restricted to, the following data collection methods for collecting information for the study (Researchers could adopt other methods to collect data based on relevance).

  1. Key Informant Interview: using open-ended and semistructured interview methods with systematically selected individuals for being knowledgeable of the information relevant to the assessment. The list of key informants shall include women, girls, boys, men, disadvantaged groups, community based organizations, self-help groups or SACCOS, CSOs working on women, women and children affairs offices (woreda/kebele –local level), partner organizations, etc. Number of interviews 15 SUDJECT TO researchers Juagement based on relevance, knowledge, and experience.
  2.  Focus group discussions: using pre-prepared list/checklist of relevant issues to collect views from groups of women, men, community and religious leaders, leaders of CBOs, women and children affairs office of the district areas etc.
  3. Desk review: – reviewing reports, updated statistics and other relevant data from district level administrations to show the effect of COVID on women socio economic status.
  4.  Secondary sources: other Relevant and up-to-date data from sources such as census and periodic surveys from regional and woreda periodic reports and assessments, CSO reports – including periodic reports of partner CSOs, published and unpublished materials
  5.  Survey (other optional methods can be used):- representative samples drawn from participants to gather information related to the above stated objectives.

Deliverables and Timelines

The final outcome of report is expected to enhance the capacity of CSOs to effectively monitor and plan their activities in accordance. The reflections from this study will enable CSOs to direct their decisions at different levels of influencing and putting pressure on duty bearers to implement progressive programs and frameworks.

The following are the expected deliverables of this assignment:

1. Inception report: an inception report containing the work and field travel schedule as well as a refined method of the study and personnel/staff assignment of tasks shall be presented one week after the signing of the consultancy contract. The inception report will detail the consultant’s understanding of the TOR, showing how the study objectives will be met, source of data and data collection, processing and interpretation procedures. In addition, the inception report includes the proposed schedule of tasks, activities and deliverables. The consultant will prepare an inception report (not more than 10 pages) to be submitted to FSS. (October 25-October 30 /2020)

2. Draft Research report: The report should contain an executive summary of the findings, conclusion, recommendation as well as relevant annexes. (December 5, 2020)

3. Facilitate Validation workshop: by incorporating the comments given, the consultant will present the initial findings and proposed recommendations to FSS, CST, and representatives of the sampled partners incorporated in the study. (December 14/2020)

4. Final research report:- a final report addressing all comments from validation workshop has to be submitted. (December 24/2020)

5. Dossier of secondary information: Dossiers that contains useful information gathered during the fieldwork, which include reports of governmental and non-governmental organizations on issues covered by the report, shall be handed to CST and FSS by until the end of November 2020 together with soft and hard copies of the final report

6. Competencies and Qualification Requirement

The core research team of the consultant should have the following education background & work experience:

  • Advanced University Degree (minimum Master’s in gender studies or other related fields)
  • Proven experience in areas related to the topic of study (more than 8 years’ experience)
  • Expertise in Gender inclusion programs, Women Social and economic Empowerment practices policies/projects/ programs
  • Experience in planning, design, preparation and delivery of gender equality and women empowerment strategies
  • Efficiency and effectiveness in terms of cost and timeliness

7. Selection criteria

Applicants will be identified from their prior engagement against their capacity, technical and financial proposal to carry out the assignment.

8. Application procedure:- Interested consultants are invited to submit sealed proposal that contains:

  • Summary understanding of the assignment, methodology, work plan and quality assurance system as being clearly outlined in this TOR.
  • An updated curriculum vitae of the lead consultant and for any other people accompanying in the training, outlining relevant experience as per the TOR,
  • Evidence of experiences with other similar assignments
  • Renewed license with valid TIN number (certified Tax Registration Certificate)
  • A financial proposal inclusive of all costs, including tax requirements
