AAWSA – WSIDD Invites Eligible Individual Consultants (“Consultants”) To Indicate Their Interest To Provide Technical Assistance in Its Endeavor To Accomplish UWSSPII and GTP II Goals.

Assignment Title: Selection of Wastewater Management Specialist (Individual Consultant) Procurement 

Ref: ET-AAWSA-118305-CS-INDV 

The Federal Democratic Republic of Ethiopia obtained financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project (SUWSSP), and intends to apply part of the proceeds for consultant services. 

The objective of the consultant is to provide technical assistance to AAWSA-WSIDD in its endeavor to accomplish UWSSPII and GTP II goals. 

1. Scope of Service 

The scope of services shall include all services necessary to achieve the objectives described above and in so doing shall execute at least the following key tasks: 

a) Task A: Preparation of project concepts for expanding sanitation services in the City covering the full sanitation service chain, TOR for those projects that are selected for study, design, and implementation; 

b) Task B: Preparation of design guidelines for the design of sewerage systems and wastewater treatment plants; 

c) Task C: Evaluation of technical proposal during the tender evaluation of wastewater management infrastructure study and design services and construction works, 

d) Task D: Review of reports and documents: The wastewater management specialist shall ensure that feasibility studies and detail designs that are carried out by consultants is in accordance with the TOR’S and accepted engineering practices, and review all documents submitted including inception reports, feasibility studies, detail designs, tender documents, BOQ’s and tender drawings for their compliance with the requirements of the service contracts; 

e) Task E: Technical Advice: the wastewater management specialist shall a) undertake periodic inspection and monitoring of the operation of existing wastewater treatment facilities and advice AAWSA on the operational status and management of the facilities b) provide advice on hand back requirements when the operation maintenance periods are completed C) provide advice on sewer connection and other related activities; 

f) Task F: Construction activities follow up: the wastewater  management specialist shall be a member of the Project Implementation Unit (PIU) that is setup by AAWSA-WSIDD to follow up of sewer line and wastewater treatment plant construction works 

2. Timing/Assignment Duration 

The wastewater management specialist will be required to complete the services within one year from the date of the effectiveness of the contract and subject to renewal if necessary. The specialist shall avail himself to provide his technical /expert advice at the discretion /request service of the Project Office for a total of three (3) days (24 hours) in a week 

3. Payment Schedule 

Payments should be on a monthly basis according to the respective project progress reports submitted, and the availability of individual consultants as stated above. Travel and accommodation must be arranged by the individual Consultant and expenditures invoiced to AAWSA after every trip together with the quarterly invoices. All kinds of insurances need to be covered by the individual Consultant. Price adjustment will not be considered.

4. Required Qualifications and Experience 

The specialist should have a minimum of Relevant University degree for wastewater collection, treatment, and disposal, or the equivalent combination of education, minimum of ten years of professional experience in wastewater collection, treatment and disposal. The applicant is required to have skills in in-depth process design and operational cost calculation, a good understanding of how to translate the output of the calculation and cost analysis into a standard bidding document, sound practical judgment strong networking, communications, negotiating interpersonal skills, demonstrated teamwork skills, and experience negotiating with a variety of stakeholders and fluency in spoken and written English. 

The AAWSA – WSIDD now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are Qualification and Experience as Waster Management Specialist and their capability on the basis of academic background, general and relevant experience, and knowledge of local condition. 

The attention of interested Consultants is drawn to Section V para 5.1 to 5.6 of The World Bank Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the individual consultant selection method set out in the Consultant Guidelines. Knowledge of the country’s working language in an advantage.
